The deadline for the submission of the licensing documentation expired on April 3 2015. 17 clubs applied for a license in all, including 15 clubs of the Top League and 2 clubs from the 1st division (FC Saburtalo and FC Locomotive Tbilisi). Only one team of the Top League FC Metalurg Rustavi did not apply at all. The licensing experts will examine the documents and submit their conclusions for the consideration of the Club Licensing Committee. The LC decides on whether the license should be granted to an applicant on the basis of the documents provided by the submission deadline set by the licensor by the end of April. The decision making process includes three stages: resolution of the club licensing committee, but club may submit an appeal to the Appeal’s Body if the LC decision is unacceptable. The AB makes its decision based on the decision of the LC and all the admissible evidence provided by the appellant with its written request for appeal and by the set deadline. In case the decision of the AB is not positive, club has the right to appeal against the decision of the AB in the last instance – GFF Tribunal. The final decision on the licensed clubs will be submitted to UEFA and GFF EXCO according to the approved by UEFA schedule.
